New electronic commodity exchange proposed

FYI -- Texas Beef Co. is trying to establish an electronic commodities exchange in the US for trading futures and options contracts. The Commodity Futures Trading Commission (CFTC) is currently reviewing the application submitted by the privately owned company to operate such a trading market, which Texas Beef is calling FutureCom. The CFTC has published the FutureCom proposals in the Federal Register for public comment.

The company also seeks approval for the electronic exchange's first set of listed contracts, which will be live cattle futures and options, to be cash settled instead of having physical delivery of the underlying commodity.

The proposed electronic FutureCom market would compete with traditional open outcry commodity exchanges. Orders will be filled electronically, which can reduce trading expenses, since fewer people will be needed to execute a trade. It could also help to avoid errors in filling orders, according to Bill O'Brien, managing partner of Texas Beef who developed the concept of FutureCom, and would help ensure the best order execution price for traders, because orders would be filled based on the time they are entered into the system, putting smaller traders on an equal footing with larger ones.

In addition, the CFTC would be able to more easily track every trade, from the time each was entered into the system until it was executed.

FutureCom would maintain a cluster of computers to receive and display orders from traders around the country or around the world. Traders would use their personal computers to send in orders over the Internet by way of user identification numbers and passwords. FutureCom traders would have to meet the same financial criteria that the CFTC requires for traders at other exchanges.

FutureCom trading would take place from 8 am to 12 noon Central Time. FutureCom's contract would be based on the value of 50,000 pounds of fed cattle to more closely match how the livestock is transported -- by the truckload.
